Il Regno di Navarra fu uno Stato europeo che esisteva sul territorio che si estende dalle due parti della catena pirenaica, sull'Oceano Atlantico. La Navarra, in alcuni momenti della sua storia, corrispose molto approssimativamente ai territori occupati dal Popolo basco.
Sebbene i dettagli siano abbondantemente leggendari, il Regno di Pamplona, più tardi chiamato Navarra, fu un'evoluzione della contea di Pamplona, la sua capitale tradizionale, allorché l'esponente basco Íñigo I di Pamplona o Enneco Aresta fu prescelto quale re a Pamplona e guidò una rivolta contro i Franchi.
