Questo parco prende il nome da Juan Franco Martínez , noto come Juan de la Plata , nato a Jerez de la Frontera il 1 maggio 1932.
Da bambino scriveva a mano raccolte di poesie , racconti e opere teatrali, oltre a riviste per bambini. Ha iniziato a pubblicare articoli sul flamenco e altri argomenti culturali e informativi sul quotidiano di Jerez "Ayer" . Negli anni '40 fondò la Peña Artística y del Folklore , origine della Cattedra di Flamenologia e Folklore Andaluso , che fondò nel settembre 1958 con Manuel Pérez Celdrán, Manuel Ríos Ruiz ed Esteban Pino.
Alla fine degli anni '50 trasmette il suo programma "Cante Jondo" su Radio Jerez . Negli anni '60 ha prodotto diversi programmi di flamenco per Radio Popular de Jerez e, dall'apparizione del Diario de Jerez nel 1984, si è dedicato alla critica del flamenco su questo giornale fino alla sua morte.
Il parco è stato ristrutturato nel 2022; Sono in costruzione campi sportivi, parchi giochi e aree pic-nic.
