Saint-Mandé è un comune francese di 22 881 abitanti situato nel dipartimento della Valle della Marna nella regione dell'Île-de-France.È chiamato anche il Neuilly del Est, poiché è residenziale.Su iniziativa di Alphonse Péphau, nel 1883, venne fondata a Saint-Mandé una celebre scuola per ciechi, denominata "École Braille" in onore di Louis Braille, nella quale furono messi a punto programmi e metodi di insegnamento sperimentali che ispirarono la maggior parte degli istituti consimili d'Europa.
