Debar è un comune urbano della Macedonia del Nord di 19.542 abitanti . La sede comunale è nella località omonima. A causa di problemi economici, circa 30.000 albanesi provenienti da qui sono stati costretti a immigrare negli Stati Uniti ed in Europa.
Il comune confina con Mavrovo e Rostuša a nord-est, con Drugovo a sud-est, con Centar Župa a sud e con l'Albania a ovest.
