Wageningen ha ottenuto diritti di città nel 1263, è sconosciuto dove il governo cittadino si sia riunito nei primi cento anni. Su una mappa del 1650 appare "raethuys" presso l'ex cappella di San Nicola o di Gasthuiskapel in Kapelstraat. Probabilmente la cappella fu utilizzata come municipio da quando il potere cattolico qui terminò nel 1581. Nel 1671 la città affittò questo edificio e qui venne stabilito il mercato. Quattro anni dopo, la posizione fu venduta.
