Baroeg si definisce come un 'palcoscenico pop subculturale', riferendosi alle diverse attività che si svolgono per gli appassionati di musica alternativa moderna. Nel 1981 Baroeg ha iniziato come centro giovanile aperto ed è stato una parte apprezzata del quartiere Lombardijen di Rotterdam, in Spinozaweg nel Parco Spinoza. Alla fine degli anni '70 e all'inizio degli anni '80 c'era molta agitazione tra i giovani. Una crisi economica e una massiccia disoccupazione giovanile erano le cause. Jongerenwerk Zuid ha creato un comitato di iniziativa. Grazie a loro è stato redatto un documento sul lavoro giovanile a Zuid. Questa è stata la base per la nascita di Baroeg. Il 6 maggio 1981 è stata fondata la Stichting Open Jongerencentrum Baroeg con l'obiettivo di promuovere e realizzare opportunità di svago, incontro e comunicazione per i giovani di Rotterdam e Nieuw-Zuid, e di fornire informazioni, oltre a servizi di assistenza e rappresentanza.
