Bakoe is de hoofdstad van Azerbeidzjan. Het is een wetenschappelijk, cultureel en industrieel centrum in de Kaukasus. De stad heeft de vorm van een amfitheater, is de belangrijkste havenstad aan de Kaspische Zee en is de grootste stad in de Kaukasusregio. De stad heeft een bevolking van 2.374.000 inwoners. De oppervlakte van Bakoe is 2130 km². De stad telt elf bestuurlijke districten en vijf nederzettingen.
Bakoe was sinds de oudheid een belangrijke stad, cultureel en industrieel. Er is archeologisch bewijs van beschaving in Bakoe sinds rond 6000 v.Chr. Dit kan afgeleid worden uit grottekeningen en -kervingen in Qobustan, dat ook in de Abşeronregio ligt. Deze grottekeningen en -kervingen gaan terug tot 10.000 v.Chr., sommige tot 20.000 v.Chr.
