Baarle is een dorp dat zich uitstrekt over twee gemeenten: het Belgische Baarle-Hertog en het Nederlandse Baarle-Nassau. Het Belgische gedeelte bestaat in totaal uit 22 enclaves in Baarle-Nassau. Een enclave is een (klein) gedeelte van een land dat geheel wordt omsloten door grondgebied van een ander land. De Belgische enclaves omsluiten op hun beurt in totaal 8 stukken Nederlands grondgebied. De Nederlandse enclaves binnen de Belgische enclaves in Nederland zijn enclaves van de tweede orde (‘counterenclaves’). In de loop van de tijd is tevergeefs geprobeerd om de enclavekwestie op te lossen.
