Kunstenaar Dany Tulkens ontwierp de acht meter hoge ballon in 1988, in opdracht van het Verbond der Jaartallen als geschenk voor de stad. Hij wilde ermee vertellen dat je met vrienden om je heen de zorgen van alledag kan overstijgen.
De ballon zelf kreeg een lichte patina in zilverchloride, zo moet volgens de kunstenaar de ballon "opgaan in de lucht". De mand is in cortenstaal.
