Keulen is een stadsdistrict en metropool in Duitsland, in de deelstaat Noordrijn-Westfalen, gelegen aan de Rijn, ten noorden van Bonn en ten zuiden van Neuss en Düsseldorf. Keulen is met circa 1.080.000 inwoners de vierde stad van Duitsland en de grootste van Noordrijn-Westfalen. In de agglomeratie wonen ongeveer 2.500.000 mensen. Keulen is de hoofdstad van het Regierungsbezirk Keulen en de officieuze hoofdstad van het Rijnland.
De geschiedenis van de stad gaat meer dan 2000 jaar terug. Keulen speelde vanaf de middeleeuwen een belangrijke rol in kerk en politiek. Vroeger was het onderdeel van keurvorstendom Keur-Keulen.
