Kreis Kleef is een Kreis in het noordwesten van de Duitse deelstaat Noordrijn-Westfalen. De Kreis telt 313.586 inwoners op een oppervlakte van 1.232,99 km².
De hoofdstad Kleef is gelegen in het noordwesten van Noordrijn-Westfalen tien kilometer ten zuiden van de rivier de Rijn, in het Duitse Nederrijngebied. Het grenst aan de Nederlandse provincies Limburg en Gelderland in het westen en aan de Kreise Borken in het noorden, Wesel in het oosten en aan Viersen in het zuiden. Dit district kan de meest Nederlandse Kreis van Duitsland genoemd worden. Het dialect van Kleef en omgeving, het Kleverlands, wordt taalkundig zelfs tot het Nederlands gerekend.
