De Vereniging-Sparkasse Wesel was een instelling van publiek recht. De juridische basis was de spaarbankwet voor Noordrijn-Westfalen en de door de raad van bestuur van de spaarbank vastgestelde statuten. De organen van de spaarbank waren het bestuur, de raad van toezicht en de kredietcommissie.
