Het is gericht op het aanleggen en verspreiden van gevarieerde collecties (boeken, geluidsdocumenten, cd-roms, tijdschriften) bestemd voor alle leden van de te bedienen bevolking: kinderen, tieners, volwassenen van alle leeftijden, gehandicapten, specifieke of belemmerde doelgroepen, ongeacht hun professionele of sociale situatie (studenten, werkenden, niet-werkenden...). De bibliotheek voorziet in de behoefte aan informatie, opleiding, ontspanning en cultuur, met collecties literatuur, strips, documentaires over vrije tijd, mens- en maatschappijwetenschappen, burgerschap... Het draagt bij tot de voortgezette en initiële opleiding van zijn gebruikers, helpt hen bij hun algemene kennis, hun studies, de voorbereiding op vergelijkende examens, enz.
