Het monument toont president Ruggero Settimo, naar wie het plein is vernoemd.
Hij was de politieke leider van de Siciliaanse revolutie van 1848. Ruggero Settimo werd tijdens de revolutie van 1848 door het Siciliaanse parlement verkozen tot president van de regering van het opnieuw samengestelde koninkrijk Sicilië en werd tijdens zijn leven al beschouwd als de "Vader van het Siciliaanse vaderland".
Twee jaar na zijn dood, op 12 januari 1865, op de verjaardag van het uitbreken van de revolutie van 1848, werd het aan hem opgedragen monument ingehuldigd.
