De oorsprongen van het Hallopark liggen in de omgeving van de op 10 juni 1899 ingewijde, vroege gotische Kaiser-Wilhelm-toren, vernoemd naar Wilhelm I, die als vier verdiepingen tellende uitkijktoren op de natuurlijke hoogte in het noorden van Essen, het Hallo, stond. De 43 meter hoge toren herbergde een klein museum met een wapencollectie en herinneringsstukken uit de Pruisisch-Duitse geschiedenis, dat in 1920 werd uitgeplaatst. Sindsdien is de whereabouts van het inventaris onbekend. Bovendien was er een speciaal voor de toren gecomponeerde Halloturm-mars. Dichtbij was er een herberg met een Jugendstilzaal. In de Tweede Wereldoorlog werd de in de jaren 1897 tot 1899 opgerichte toren zwaar beschadigd en later niet weer opgebouwd.
