Parken blev indviet som den første af de tre nationale haveudstillinger der. På området af den gamle Kaiser-Wilhelm-Hain, Buschmühlenparken, en affaldsplads og forvildede kolonihaveanlæg, blev der skabt en park, hvis centrum er det dengang 220 meter høje tyske bygning, Floriantårnet.
