El Principat de Lieja era un estat del Sacre Imperi Romanogermànic. Era un «principat episcopal»: el seu governador era un príncep-bisbe nomenat per l'emperador del Sacre Imperi. Nasqué el 980 i els revolucionaris francesos l'aboliren el 1795.
El bisbat d'Atuatuca Tungrorum va crear-se al segle IV, per transferir-se al segle VI a Mosæ Traiectum i al 720 a Leodicum amb el bisbe Hubert. Notger n'era el bisbe del 972. L'any 980, l'emperadriu alemanya, Teofania, tutora del d'Otó III li donà el comtat d'Huy com feu a Notger que així n'esdevingué el primer príncep-bisbe amb poders temporals.
