Aquest magnífic edifici catalogat, construït a partir del segle XVI i actualment seu de la prefectura de les Ardenes i del consell departamental, va ser primer el Palau de les Tournelles, residència dels prínceps de Gonzaga al segle XVI, i després la Reial Escola de Enginyers, on es van formar més de 600 enginyers militars entre el 1748 i el 1794.
El frontó central , decorat amb imatges de cascos, petos i canons, dóna testimoni del passat militar de l'edifici.
en particular l'École Royale du Génie de Mézières.
El 1804, el Palau de Tournelles es va convertir en prefectura.
