Hoei er en belgisk by og kommune, beliggende ved sammenløbet af floderne Maas, Hoyoux og Mehaigne, i arrondissementet Hoei i provinsen Liège. Hoei har over 21.000 indbyggere.
Den første bosætning på nuværende Hoei opstod omkring et romersk castrum på højre bredd af Maas. En af de første kristne missionærer i området var i det 6. århundrede Domitianus af Hoei, ifølge legenden biskop af Maastricht, som er begravet i Hoei. Den ældste skriftlige omtale af Hoei stammer fra det 7. århundrede.
