Rullstorf ligger vest for Naturparken Elbufer-Drawehn. Kommunen tilhører Samtkommunen Scharnebeck, som har sit administrativt center i kommunen Scharnebeck.
Området omkring Rullstorf har været beboet i tusinder af år. Under udgravninger udført af Niedersächsischen Landesamt für Denkmalpflege på højden af Kronsberget blev der opdaget rester af et langhus, som kan dateres til omkring 4000 år før Kristus baseret på keramikfund. Dette er det ældste dokumenterede hus i området af det nuværende Niedersachsen. De gravearbejder, der blev udført mellem 1979 og 2009, viste, at der har været en kontinuerlig bosættelse i Rullstorf fra bronzealderen gennem langobarderne og de gamle sachsere.
