Wilhelmshaven […ˈhaːfən] er en kommune-fri by i det nordvestlige Tyskland. Den ligger ved den nordvestlige kyst af Jadebugten, en havbugt på cirka 190 km² ved Nordsøen. Byen har 75.027 indbyggere og er et overcenter. Siden 2006 har Wilhelmshaven tilhørt metropolregionen Nordvest, en af i alt elleve europæiske metropolregioner i Tyskland.
