Som følge af annekteringen af Lombardiet fra Kongeriget Lombardo-Veneto til Kongeriget Sardinien blev Rattazzi-dekretet udstedt, som reorganiserede den administrative struktur i Kongeriget, opdelt i provinser, som igen var opdelt i amter.
Amterne Voghera blev oprettet som en underinddeling af provinsen Pavia; territoriet svarede til det af den ophævede provins Voghera i Kongeriget Sardinien, der tilhørte divisionen af Alessandria.
