Panningen, almindeligvis kaldet Kepèl, er med 7618 indbyggere den største landsby i kommunen Peel og Maas. Det ligger centralt mellem byerne Roermond, Weert og Venlo i den hollandske provins Limburg. Fra 1. januar 2010 er Panningen, som kerne fra den tidligere kommune Helden, en del af kommunen Peel og Maas. Panningen danner sammen med Helden en dobbeltkerne, den dobbelte kerne Helden-Panningen har 13.863 indbyggere.
