Harlingen ) er en by i den hollandske provins Friesland og hovedbyen i den lige så navnede kommune. Den ligger vest for Franeker og nord for Afsluitdijk ved Vadehavet. Harlingen tilhører de frisiske elleve byer. Pr. 1. januar 2021 har byen 15.804 indbyggere. Det er den fjerde største by i Friesland. Til byen hører også de mindre byer IJslumburen, Koetille, Koningsbuurt, Luidum og Ungabuurt.
