Die Lokomotivfabrik der StEG wurde 1839 als erste Lokomotivfabrik im Kaisertum Österreich gegründet und schuf viele einflussreiche Lokomotivkonstruktionen.Die Fabrik wurde 1839 von der Wien-Raaber Bahn zwischen dem Wiener Süd- und Ostbahnhof erbaut und großteils mit aus England stammenden Maschinen bestückt, da man diese hierzulande noch nicht herstellen konnte. Einen sehr großen Einfluss auf die Entwicklung des Lokomotivbaus in Österreich übte der erste Direktor der Fabrik John Haswell aus. Er hatte bereits die Maschinenfabrik geplant und leitete diese über den Zeitraum von 1840 bis 1882.
