Schahumjan ist eine Provinz der international nicht anerkannten Republik Arzach, laut deren Gesetzgebung sie aus dem ehemaligen Rayon Schahumjan nördlich und dem ehemaligen Rayon Kəlbəcər um den Ort Kəlbəcər nordwestlich der ehemaligen Autonomen Oblast Bergkarabach bestand. Tatsächlich unter ihrer Kontrolle war jedoch nur das Gebiet von Kəlbəcər, das 2020 auch an Aserbaidschan übergeben werden musste. Die nominelle Hauptstadt ist Schahumjan unter aserbaidschanischer Kontrolle innerhalb des Rayons Goranboy.
Die Provinz hat laut der Republik Arzach eine Fläche von 1 829,8 Quadratkilometer und hatte 2005 2 560 Einwohner bei 1,4 Einwohnern pro Quadratkilometer. In der Provinz liegen 15 Gemeinden.
