Der Bau des Waterloo-Denkmals fand zwischen 1823 und 1826 statt. Es wurden 290.486 m³ Sand benötigt, um einen 40 Meter hohen Hügel zu errichten. Auf der Spitze wurde ein 28 Tonnen schwerer Löwe aus Gusseisen auf einem 4,5 Meter hohen Sockel platziert. Der Löwe selbst ist ein Entwurf des Mechelner Bildhauers Jean-Louis van Geel. Ein unterirdischer Ring aus Ziegeln stützt das Denkmal. Der Entwerfer des Ganzen war Architekt Charles Vander Straeten, persönlicher Architekt des Prinzen von Oranien und schließlich (Rijks-)Architekt der königlichen Paläste und Landesgebäude (zunächst nur in den südlichen Provinzen, später im gesamten Vereinigten Königreich der Niederlande).
