Hemer ist eine mittlere kreisangehörige Stadt in Nordrhein-Westfalen. Sie liegt im Norden des Sauerlandes und gehört zum Märkischen Kreis.
Als Hademare wurde Hemer im Jahr 1072 erstmals urkundlich erwähnt. Mit der Einrichtung des Amtes Hemer wurden die Gemeinden des Raumes 1841 politisch vereint. Die Gemeinde Hemer entstand durch die Vereinigung der Ortsteile Ober- und Niederhemer am 1. April 1910 und erhielt 1936 die Stadtrechte. In ihrer heutigen Form besteht die Stadt seit der kommunalen Neuordnung 1975, als Hemer mit den vorher eigenständigen Gemeinden Becke, Deilinghofen, Frönsberg und Ihmert zur neuen Stadt Hemer zusammengefügt und das gleichnamige Amt aufgelöst wurde.
