Meiningen übt die Funktion eines Mittelzentrums aus und ist als Mittelstadt die größte Stadt im Landkreis Schmalkalden-Meiningen. Zudem ist sie als Kreisstadt Verwaltungssitz des Landkreises. Sie ist das Kultur- und Justizzentrum Südthüringens sowie ein bedeutendes wirtschaftliches Zentrum der Region. Die Erfüllende Gemeinde Meiningen hat 27.844 Einwohner.
Meiningen liegt an der Werra, besitzt im Stadtzentrum ausgedehnte Parkanlagen und zahlreiche klassizistische Bauwerke. Die noch von den mittelalterlichen Wassergräben der einstigen Stadtbefestigung umschlossene historische Altstadt wird von einem eklektizistischen Stadtviertel und Fachwerkbauten sowie Bürgerhäusern geprägt.
