Als Nieder- oder Unterelbe wird der rund 140 km lange Abschnitt der Elbe zwischen der Staustufe Geesthacht und der Kugelbake in Cuxhaven bezeichnet. Der langgestreckte Mündungstrichter unterliegt den Gezeiten Ebbe und Flut, und das Marschland beiderseits der Unterelbe kann von Sturmfluten der Nordsee in Mitleidenschaft gezogen werden.
Die Unterelbe ist von großer Bedeutung für die internationale Seeschifffahrt, insbesondere als Zufahrt zum Hamburger Hafen, aber auch zum Nord-Ostsee-Kanal und damit zur Ostsee. Nach dem Bundeswasserstraßengesetz gilt sie in ihrem gesamten Verlauf als Binnenwasserstraße, bevor sie als Außenelbe zur Seewasserstraße wird. Schifffahrtsrechtlich ist sie jedoch nur von Geesthacht bis Oortkaten eine Binnenschifffahrtsstraße. Im weiteren Verlauf unterliegt sie als sogenannte Delegationsstrecke der Zuständigkeit Hamburgs; ab km 638,98 ist sie dann Seeschifffahrtsstraße.
