Die Seehafenstadt Emden in Ostfriesland verfügt über eine größere Anzahl von erhalten gebliebenen Bunkern. Während des Zweiten Weltkrieges wurden ab 1940 in Emden 35 große Luftschutzbunker und weitere 141 splittersichere Kleinbunker errichtet. Dies mag mit der Bedeutung Emdens im Zweiten Weltkrieg als Hafen- und Werftstandort erklärt werden können und hatte entsprechende Luftangriffe zur Folge.
