Fulkum has been a district of the municipality of Holtgast in the East Frisian collective municipality of Esens since the municipal and territorial reform of July 1, 1972.
The locality is situated at altitudes between three and five meters above sea level, about five kilometers west of Esens. The district includes not only Fulkum but also the residential places Hartsgast, Groß- and Klein-Fulkum, as well as the parishes of Nord- and Süd-Uppum. Together with these, Fulkum forms its own parish, centered around the Maria Magdalena Church.
