The public garden bears witness not only to the city?s embellishment work, but also to the
educational and cultural policies of the 1930s. The sculptures that adorn it
(then a pillar of society) and the education of the people. The Fountain of the Shepherd (or Fountain of Spring) was created by sculptor Henry Proszynsky in 1932, commissioned by the French government.
