Que los maestros del art-nouveau Victor Horta y Henri Jacobs se convirtieran en grandes figuras en Bruselas no es casualidad. En el siglo XIX y principios del XX, surgió aquí en Bruselas una visión de que el camino hacia la civilización y la alfabetización comenzaba en un edificio del cual cada parte de la arquitectura debía exhalar el proyecto pedagógico. Pascal Verbeken lo describe en su hermoso libro Brutopia de la siguiente manera: "En municipios como Schaarbeek y Sint-Gillis surgen verdaderos palacetes escolares, bien iluminados y ventilados, con mobiliario especialmente diseñado, mosaicos y graffiti. A menudo tienen una biblioteca, un gimnasio y un museo".
