En 1978 se fundó la sociedad de proyecto STEAG y RWE Power, Gemeinschaftskraftwerk Bergkamen A oHG con el propósito de operar la planta de energía. RWE Power poseía una participación del 51 % en esta sociedad, mientras que el 49 % restante correspondía a Steag GmbH.
En 1981 se puso en funcionamiento la planta en el canal Datteln-Hamm, sin embargo, en ese momento la planta de desulfuración de gases de escape solo estaba disponible en una primera etapa de expansión.
