Primera casa de piedra de América y probablemente la primera con dos niveles. Debe su nombre al cordón que exhibe en su fachada asociado a la orden franciscana. Fue encargada por Don Francisco de Garay, un compañero de viaje del primer viaje de Cristóbal Colón que luego fue gobernador de Jamaica.
Los virreyes Diego Colón y María de Toledo vivieron en ella brevemente en lo que se construía el Alcázar.
Durante los tiempos de la incursión de Francis Drake, en esta casa se colocó la balanza donde debían pesarse las pertenencias que los pobladores debían entregarle al corsario.
