Peñarrubia est une municipalité de la Communauté Autonome de Cantabrie, située dans la partie occidentale de la région. Elle limite à l'ouest avec Tresviso, au sud avec Cillorigo de Liébana, à l'est avec Lamasón et au nord avec le Principauté des Asturies. Dans cette municipalité se trouve le Congost de l'Hermida, porte d'entrée de la vallée de Liébana. De plus, on peut trouver le spa de La Hermida, alimenté par les eaux de la rivière Deva.
