À la suite de l'annexion de la Lombardie du Royaume Lombardo-Vénétien au Royaume de Sardaigne, le décret Rattazzi a été émis, réorganisant la structure administrative du Royaume, divisé en provinces, elles-mêmes subdivisées en districts.
Le district de Voghera a été créé comme subdivision de la province de Pavie ; le territoire correspondait à celui de l'ancienne province de Voghera du Royaume de Sardaigne, qui appartenait à la division d'Alexandrie.
