Victor Horta è uno dei grandi architetti Art Nouveau d'Europa. È nato a Gand nel 1861. Horta nacque a Gand da Petrus Horta, un calzolaio, e Henrica Coppieters. Ha frequentato le scuole superiori al Koninklijk Atheneum di Ottogracht. Nei primi anni della sua carriera lavorò come interior designer a Montmartre a Parigi. Uno dei suoi capolavori come architetto Art Nouveau e arredatore si trova in Louizalaan, la Casa Solvay (1894). In seguito passò all'Art Deco. Un bell'esempio si trova vicino alla Baron Hortastraat a Bruxelles: il Palazzo delle Belle Arti, o Bozar. Questo ''''templo quasi nascosto'''' è magistrale in tutta la sua complessità. Altri esempi sono il ''Volkshuis'' a Bruxelles, demolito nel 1965. Fu sostituito dalla scatola di mattoni ''''La Tour Blaton''''.
