Nel 1978, con lo scopo di gestire la centrale elettrica, è stata fondata la società di progetto STEAG e RWE Power, Gemeinschaftskraftwerk Bergkamen A oHG. RWE Power deteneva quote di partecipazione pari al 51%, mentre il restante 49% apparteneva a Steag GmbH.
Nel 1981, la centrale elettrica sul canale Datteln-Hamm è stata messa in esercizio, ma a quel tempo l'impianto di desolforazione dei fumi di combustione era presente solo in una prima fase di espansione.
