Le due torri originarie risalgono all'epoca normanna (XII secolo) ed erano collegate al Castello di Venere tramite un ponte levatoio. Successivamente furono costruite una terza torre e una cinta muraria, con una porta d'ingresso sormontata da un arco con lo stemma degli Asburgo spagnoli.
Nei secoli successivi il complesso cadde in rovina. Passato al Comune durante la Riforma Borbonica (1818-1819), fu dato in concessione al conte Agostino Sieri Pepoli, che ne avviò i lavori di ristrutturazione nel 1872 e ricostruì la torre pentagonale , che era stata demolita. Realizzò anche un giardino pubblico all'inglese (Giardino del Balio).
