Het bestuursgebied Arnsberg ligt in het zuidoosten van Noordrijn-Westfalen. Het dekt in zijn noordwestelijke deel met de vijf grote steden Bochum, Dortmund, Hagen, Hamm en Herne een belangrijk deel van het dichtbevolkte Ruhrgebied. In tegenstelling tot dat heeft het oostelijke en zuidelijke gebied een lagere bevolkingsdichtheid en meer kleinschalige bewoning.
