De havenstad Emden in Oost-Friesland beschikt over een aanzienlijk aantal bewaarde bunkers. Tijdens de Tweede Wereldoorlog werden vanaf 1940 in Emden 35 grote luchtbeschermingsbunkers en nog eens 141 splinterveilige kleine bunkers gebouwd. Dit kan worden verklaard door de betekenis van Emden tijdens de Tweede Wereldoorlog als haven- en scheepswerf locatie en had correspondende luchtaanvallen tot gevolg.
