In de Horse Guards Road bevinden zich in de kelders van de thesaurie de Cabinet War Rooms. Tijdens de Tweede Wereldoorlog zetelde het kabinet in deze voor bommen veilige ruimten, en premier Winston Churchill had hier tot 8 mei 1945 zijn hoofdkwartier. De inrichting en de vele plattegronden aan de muren dateren van de laatste oorlogsdagen.
Sinds eind 2004 hoort bij de Cabinet War Rooms ook een museum over het leven en werk van Winston Churchill. De grote premier was vanaf 1933 een hevig tegenstander van Hitler, maar stond binnen zijn partij alleen met dat standpunt. Pas toen de appeasement-politiek van zijn voorganger niets uithaalde, werd Churchill tot eerste minister benoemd. Dankzij zijn onbuigzame en harde houding verloren de nazis de Tweede Wereldoorlog.
