Es tracta de l'antiga Borsa de Comerç, actualment Palau de Congressos.
Al costat nord de la Place d'Armes, en línia amb la Rue du Pont, s'alça aquest edifici massiu de maó i pedra calcària d' estil eclèctic principalment neobarroc . Data de 1932 i va ser dissenyat per É. Dickschen. La gran finestra de la lucarda té un cap de Mercuri, el déu del comerç.
L'interior presenta baixos relleus art déco de Lucien Guyaux.
De 1979 a 1995, la Borsa de Comerç va servir d'edifici del Parlament. Avui, el govern való té la seu a l'antic Hospice Saint-Gilles als peus de la Ciutadella. Durant la Segona Guerra Mundial, l'edifici, com molts altres edificis de la plaça d'Armes, va ser destruït durant un bombardeig i va ser restaurat en els anys següents.
