Horka er en saksisk kommune i Landkreis Görlitz. Kommunen, der består af de tre dele Biehain, Horka og Mückenhain, tilhører forvaltningsforbundet Weißer Schöps/Neiße.
Kommunen Horka ligger i den østlige del af Landkreis i et skovrigt område nær grænsen til Polen, cirka 18 km nordvest for hovedbyen Görlitz og 4 km øst for Niesky. Området tilhører med sine omfattende skove Oberlausitzer Heide- og Teichlandskab.
