Oldenburg er en by uden købstad i Niedersachsen. Kommunen bærer den officielle betegnelse Oldenburg som en forkortelse for „Oldenburg i Oldenburg“ i modsætning til Oldenburg i Holstein.
Den nuværende universitetsby var tidligere residensby og hovedstad i grevskabet, hertugdømmet, storhertugdømmet, fristaten og landet Oldenburg.
