Haro er en spansk by og kommune, beliggende nordvest for det autonome samfund La Rioja, og er hovedbyen i sin homonyme region samt den vigtigste lokalitet i La Rioja Alta. Den grænser mod nord op til provinsen Burgos ved Obarenes-bjergene og mod øst til Álava ved Ebro-floden. Ifølge INE's folketælling fra 2020 er dens befolkning opgjort til 11.557 indbyggere.
