Wageningen har haft byretter siden 1263, det er ukendt hvor bystyret har mødes i de første hundrede år. På et kort fra 1650 står "raethuys" ved den tidligere St.-Nicolaes- eller Gasthuiskapel i Kapelstraat. Sandsynligvis blev kapellet brugt som rådhus siden den katolske magt her ophørte i 1581. I 1671 udlejede byen denne bygning, og her blev vægten etableret. Fire år senere blev stedet solgt.
