Der Landkreis Rothenburg ob der Tauber gehörte zum bayerischen Regierungsbezirk Mittelfranken. Vor dem Beginn der bayerischen Gebietsreform am Anfang der 1970er Jahre umfasste der Landkreis 61 Gemeinden. Der Landkreis führte kein Wappen.
Die größten Orte waren Schillingsfürst, Wörnitz, Dombühl und Neusitz. Vom 1. April 1940 bis zum Ende des Zweiten Weltkrieges gehörte auch die kreisunmittelbare Stadt Rothenburg ob der Tauber zum Landkreis.
